Dashcam footage shows 23-year-old man crashing stolen truck into another driver at over 70mph

The man, who fled the scene, was later arrested in Rhode Island and confessed to Bellingham Police he had been under the influence of drugs at that time. Police officials said that nobody involved in the crash had suffered any serious injuries.
